does Oster 5712 Electronic 2-Tier 6-Quart Food Steamer contain BPA free plastic?

Yes, according to Consumer Search, it is BPA-free. You can see a review of the steamer, and confirmation of the BPA-free plastic, at this link: http://www.consumersearch.com/food-steamers/oster-5712-digital-food-steamer. Hope this helps!

Are their two dishes for the inside - one for each tier? I am just wondering how drippings from the upper tier do not fall on the food on the lower tier?

There is only one inner dish. I haven't had a problem with drippings from the top tier. The steamer is a great buy, works exactly as described.

Has anyone had any trouble getting replacement baskets for this steamer?

I wrote the company and told them the plastic baskets were cracking, they sent me a brand new steamer! No charge! I couldn't be happier!

Where do I get an instruction manual for the use of this product, can you provide

Mine came with the steamer. I would first try the company website, or Google on the model number. If all else fails and the questioner will offer an email address, I can scan and forward mine.
