Where do you get replacement blades for Kemei products?

Amazon, the company itself or some universal blades at a beauty supply store

I keep my hair very low almost bald to the skin just shaved but not totally. Will this work for that?

It's not bad and can do a good job depending on the type of hair. I use them to take off bulk when cutting hair, it gets pretty close and should work to get the look you're going for.

Can you use T outliner blades for this clipper?

Try the blade that is for the Andis Pivot Pro. When I get trimmers like these usually if the T-Outliner blade doesn't work the Pivot Pro does.
