Is this a moca approved splitter?

I am not sure. It works for my Xfinity cable.

Is this item able to be installed outside of the home like directv does with the splitter that they use? or would weather protectors do the trick?

You can use outside.You are advised to use the weather seals.Just don't use with or for Directv or Dish.Cable Splitters are not designed for that.

I have four cable boxes. Is this sufficient for the signal or is an amplified splitter necessary?

This device is a passive junction connector. Amplification may be required depending upon the distance your signal has to travel. Mine works fine without amplification and the signal travels over 50 feet from the source to the box.

Does this work with spectrum tv service

This device will work with any TV system that uses the coax cable.
