Can I put it on the ceiling for noisy abive neighbours?

I believe they work best to keep the sound from traveling from a room. I am not sure if they were put on a ceiling if they would stop incoming noise as the pyramids are what deflect sound. If you can use green glue and drywall there definately will be sound absorption.

What adhesive is best used for installing

I used a number of different ones and found the double sided Gorilla Tape to be the best one so far for concrete and wood.

Would these be good to use for sound proofing a music room to help so we aren't bothering the neighbors?

Probably. Assuming that by "sound proofing" you mean reducing reverberation and the like. Some people use "sound proofing" in terms of making it quieter outside the room. These absorb sound and keep it from bouncing off the walls... making your recordings sound better.

Maybeeee with spray paint. But it would probably inhibit their ability to absorb sound. I used approx. 300 12x12’s for my newly built studio. They have a consistency similar to a kitchen sponge. WTH. Try painting them let me know. Dont get the self adhesive ones. They SUCK. Buy spray adhesive at home depot to attach them.
