Should this problem have a seal or any sort of plastic for safety?

Mine had a plastic seal around the outside of the product, not on the inside. Have purchased from different locations over the years and it has always been this way.

Can I use this on my extremely dry face?

I'm not sure about this, you might wanna ask Burts Bee. I tried once on my dry and eczema face, it is okay, though the soothing effect does not last long
