I'm trying to test edlc super capacitors for esr and it's not working, is that expected?

It probably will take a long time. I also have tested 1000uf capacitors with it. I don't know what voltage is presented to the capacitor. You might want to test the voltage across the capacitor. If you are trying to test 2.7 volt caps and the test voltage is 9 volts probably destruction.

What's the low end limit of the capacitance measurement range?

The description says "Can measure capacitance of 30pF-100mF , resolution 1pF". I haven't tested it.

Is there a link to an instruction sheet?

I don't know of an instruction manual specific to this particular tester, but they all work about the same way: connect a component to the socket and hit the Test button. It can't give you all the specifications on a part, but it can determine the pinout of a diode or transistor accurately.

Can this meter be used as an ESR meter for testing caps 'in-circuit'?

Yes, you can test capacitors in circuit. I have found however, that to get a more accurate reading it is best to remove it from the circuit. When testing a component in circuit the result is not always accurate. This is to be expected. I still find this item to be very handy and a bargain.
