Would this be suitable for a beginner just learning perspective over one of the larger/more costly sets?

In a word.. yes! I use the particular template in many of drawings (though I tend to draw jewels and not landcapes or scenery). It's very handy for the purposes of distance perspective.

How big is the biggest ellispe?

I'm sure that the biggest ellipse exists beyond our present view/sight of the known universe. Technically, there is always something bigger so this measurement is impossible. That is to say not unless you qualify God as a contender. As well if you are relating the question to planetary ellipse's? Ha! For drawing purposes these are great ellipse templates, I own many.

Is this flexible? Can I place it over a balloon and draw on it?

Yes, this is a semi flexible plastic. You could flex it enough to draw on an inflated ballon. You probably will want to use painters tape to keep the template in place while drawing, it will slide alot on a curved surface.
