Can the tape be applied manually without a machine?

Yes, certainly. Water-activated tape can be applied with a wet sponge — just get the tape sufficiently damp with the sponge, and the water will soak through the tape, activating the glue side. It dries quickly. A sponge in a bowl works well. Just drag the tape over the sponge before applying it. That said, it’s much easier to use a dispenser.

Can you over lap the tape ? Meaning with a tape stick to itself for a second layer for heavier weights

Yes. The glue is strong enough and adheres to itself. I fully covered an old, weak box with overlapping layers and had great success.
