if it says permanent ink, like this one does, it is. Monteverde USA Ink, 90 ml Documental Permanent Black. Some are water based and they can be washed off your clothes if you spill some on. I have found 1 that is a shimmering ink that is permanent on cotton cloth, so It depends on the ink. There are different types.

I use Monteverde impressa. But every time write with it gets dry in few hours. Is it ink problem?

Ordinarily, Monteverde is an excellent ink, with lubricating qualities - so that there is no drying out. However, there a bit back was a batch of contaminated Monteverde Inks ink: with strings of mold/slime forming inside. They made announcement about it as well. If you bottle has those, then the pen will dry out as the slime gunk clogs the ink channel. Check your bottle.
