Does this work with expansion packs?

Yes. The expansion packs are just new picture cards. You would still use the board, the cards that come with the set and voting wheels. The box actually has several storage for new cards. Great game.

Is this the base game?

Yes. There is an updated scoring mechanism, but it’s the same base game, same cards.

It shows two different boards. What is the difference?

Since no one else answered your question... the first picture that shows the square, blue scoring board with the dials next to it is what I believe *should* come in the 2021 refresh version of the game, which is what this product listing is. That's according to Asmodee's (the American distributor) own website. The longer, orange scoring board comes in an older version of the game which this listing should not be.

What is the difference from the previous version?

The board is a bit smaller - the process of each player selecting the round’s card is much smoother thanks to a new game piece. Scoring rules are printed right on the board.
