Why are these rated at 9 watts and other ge bright stik 60-watt-equivalent lights rated at 10 watts?

Don't know about wattage difference. I have some I bought at Home Depot 9 or 10 months ago, some I just got from Amazon in December. Both vintages work fine, seem to be equally bright and are dimmable..

Can i use these bulb on a 240volt electric supply. i really need to change the entire leds in my home to a ge bulb here in nigeria?
