What is the difference between this Octo-Lab for $12.76 and another listing for an Octo-Lab for $58.63? They look identical.

They probably are identical (from looking at the listings I would assume they are). I find price differences often because Amazon is a platform for many vendors and some sell the same things. I got the one for 12.76 and was shipped from Amazon. Is it supposed to make noise constantly when on?

No... only plays when button is pushed with a few sentences ..the stops ..

Why is this toy that’s $40 turn into $150 during a pandemic

The toy which I bought for my grandson who was 4 at the time, was no longer being made. The price went up because it is no longer being manufactured. The cost went up more than a year before the pandemic started. I purchased it for $105.00 last Christmas. I bought it on Amazon once then sent it back and repurchased it again. It’s not worth this kind of money. The purchase price should be about $50. If it wasn’t my grandson I was buying it for I would never spend that kind of money on a toy that wasn’t worth it!!
