This item can vacuum soup based food?

Yes BUT only if you freeze the soup first in a vacuum seal-able bag.  Put the quantity of soup you want to vacuum seal into a vacuum bag, turn down the opening at least 3 times and clip it tightly. (I use 2 binder clips for this) Put the soup into your freezer upright so it won't spill out of the bag. Allow the contents to fully freeze and then you can vacuum seal it. Make sure the contents are entirely frozen prior to vacuum sealing or you could very well ruin your vacuum sealer.

which vacuum sealer recommend to buy, this one or foodsaver?

Not sure about this one, but I spent $189 on the Food Saver one and it sealed exactly 7 bags and broke.  Returned it and got a replacement thinking it was just a dud and the replacement broke before fully sealing a single bag.  I’d say give this one a try but buy the warranty if they’re selling one.

Does this sealer allow you to create your own bags?

I had purchased the large roll and with that I made the bags any size I wanted. I also sealed a zip lock bag and it worked.

Can anyone explain the disclaimer about the cancer and birth defect materials?

Prop 65 is just a ridiculous implementation of a seemingly good idea. The idea is that companies shouldn't use/sell things that cause cancer or reproductive harm. The way prop 65 was implemented is a mess.  
It says that a company is strictly liable for anything it sells/uses that causes cancer or reproductive harm - even if the company didn't know and couldn't have known -- unless the company warned consumers. And it is retroactive. 
So, every company with any connection to California who talks to a lawyer will be told to put out a warning. It doesn't specific to any product, material, process, etc. - it is just a "lawsuit damage control" warning.

For example, if we someday discover that fluorescent lighting causes cancer (which it doesn't), every company in California will be potentially liable to anyone who was ever exposed to such lighting in the company's stores, unless the company put up a warning.

Because of the ridiculous potential liability and strict liability standard, the warnings have become totally meaningless. Every company puts the warning on everything - so consumers can (and probably should) just ignore them.
