Can I use this cleanser as an only cleanse? Or do you have to use this as a first step to a double cleanse?

I double cleanse but this does emulsify nicely with water so if you rinse well you technically could use it as an only cleanse. I guess it would also depend on your skin and how it reacts.

Does it remove waterproof mascara?

I wear waterproof mascara every day and have no trouble removing it with this!

Is this a first step where I will need a second cleanser?

I use it as the first step to remove makeup. Then follow up with a cleanser.
