Will this work with headsets that use a Bluetooth usb?

This doesn't do anything with bluetooth - it is a fantastic DAC, but headphones are going to need to be wired.

Does this noise cancel on listening audio or just when you speak?

Just for speaking, it's amazing noise cancelling.

does this do active noise cancellation for just recording/meetings or will it also noise cancel while I hear music from like youtube?

It is only for the microphone, it will block vacuums and chip bags. It is pretty amazing.

Does it respect the volume control of your computer? Does it turn the volume to max when you start your PC?

Mine does with windows 11, stays on the last volume set.
