Can this box be painted?

Yes although I didn't paint mine. You may need to strip the finish. Not sure though. Test a patch on the bottom maybe?

Are all sides, top made from solid bamboo? No particle board or non-bamboo. Also, are the edges smooth or splintery?

All sides and top are the same. It has a nice finish and it is not splintery.

So , does this fit tissues, with or without box? Some say yes some say no.

I use tissue boxes from Costco and those do not fit. I cut down the box and it is perfect.
