What is size  in inches of actùal head of feather telescoping aduster top

I've taken several measures hoping to answer your question to make sure you're getting the best answer for your needs.
These can vary considering mine has been used so much, so often, for so long.
Feathers only at top... Width only, not all the way around (circumference) is about 14 inch. Height from base of feathers to top of them is about 12-14 inch high. 
Pole... when at (smallest size) is about 24 inch (including feathers.)
Pole only... (without feathers) & fully (extended) is 36 inch

Pole (with feathers) & fully extended is 42 inch
I LOVE THIS 
Mine has been heavily used & does so much from standard ceiling height to floors. I've always appreciated it, with every use!
Now it's also been abused from the years of wear & tear plus from Granddaughter who thinks it's the best thing in the world!! She loves Grandma uses adjustable sizes of cleaning  tools so she can use them too.
I highly recommend this.

I think the feather duster I bought was junk and fell apart right out of the bag.

Are any ostriches harmed or killed in your process?  How do you collect the feathers?

I didn't kill them, I just bought the wands already made. Best feathers for dusting though.

I would like a refund because it broke after using 3 times? My return window closed? I purchased 2/18/2022?

Did you contact Amazon directly yet? Or the seller?
Depends on their policy, I'm sure. And of course how much time between purchase date & when it happened. Often Amazon had provided the amount of time allowed for returns or refunds if available in the details about product before purchasing.
Some products don't allow for returns. Hope this helps.
