Current batch has an exp. date of 5/2020. After that, since eyesight can't be taken for granted, I'd buy a fresh bottle.

In addition, benzalkonium chloride has a cellular toxicity on caliciform cells, entailing a reduction in the amount of mucin, an additional reason for disrupting the tear film.”

is this as good as restasis

I have never used Restasis but this works very well for dry gritty eyes.

Does it have a regular cap or that stupid child safety cap where you have to push down and twist to open?

It does have a safety cap (the tired dry eye, at least) but I think it might be so it doesn’t accidentally unscrew and spill in your purse or wherever, as it’s easy to open, just apply very light pressure and twist.
