Is this formula very different from original wd 40 (which didn't work on my rusted outdoor light fixture screws)?

This version is better at loosening rusted parts. But you have to remember it take time to creep into the threads and work. You can not just spray it on and start unscrewing, I have had severely rusted fittings that I sprayed every day for a week before they busted loose. There is no miracle product that you can spray and go instantly.

What makes it better than standard wd 40 for rusted bolt and screw removal? Also does it work better or worse with a torch compared to original wd 40

No idea what makes it better, if you spray a locked up bolt/nut wait 5-10 min then remove it. I’ve had very good luck with it

Could this be used to release rust and be followed up an application of WD-40 long term corrosion inhibitor?

This product released rust. but I don't believe WD-40 long term corrosion inhibitor is any better as it only lasts one year outdoor use, I used than 3M or NAPA products those are more permanent inhibitors (more like paint)

will this remove rust on a table saw table?

Not by itself but if you use steel or brass wool with it, it will help remove rust
