Is this heater hot to the touch when operating? I have a small dog.

The surface is hot but nothing to be concerned with. If it does get to hit it will shut off. We have no concerns with our two year old being around it. I highly recommend it.

Can it operate simply as a fan without heating or cooling?

It doesn't have a setting that is strictly fan, but to be honest the cooling setting isn't really air conditioner cool it's pretty much a fan in itself

How noisy is this product

It's not noisy at all. Of course there is a slight hum (it's a machine). However, it's NOT loud AT ALL. And in my opinion it's a wonderful product.

How tall is this item? Mean’t for floor, or table??

It's a floor unit, although I've used it on elevated surfaces. It's about 2 feet tall. Remember heat rises, so keep it on the floor and let the heat rise throughout the room.
