Can I apply these on leather shoes?

I don't know but my advice would be to get leather dye. I've dyed shoes many times without problems x

How to wash after dry?

I would low temperature. Also rinse your clothing after you have ironed them then put in the washer on its own

Do these need to be cured on the item before washing for a period of time?

No it does not need to be cured, I painted my design on a test piece, waited for it to dry then ran it through the washing machine. It came out fine. I only used one colour (red) but I would presume all colours would be the same regarding washing.
