How does it stick/mount to concrete so in doesn’t move around?

Depends how many you connect. They are somewhat heavy and the interlocking has a good enough fitment that they strip of them shift together. The more you put together the harder it is to shift them. On smooth concrete, 3 or more of them together will not move under foot traffic.

Can a 4700 pound car and suv go over at typical speed in a home garage?

Probably but these are definitely not the same quality as the cable ramps that are $200+ each. A fast food restaurant I know bought these and tore them up pretty fast. I use them for running cables from a stage to a mixing condole out front where they get nothing but foot traffic. Should be ok for you but not for a burger joint that has 600 cars a day driving over them.

What is the warranty and who do you contact when it fails after the first day of use?

Can this product be cut

I imagine you could cut it if you had an extremely sharp cutter. But you would lose the notches to link the pieces together. If you did that period the plastic is extremely thick and meant to carry a lot of weight on top of it to protect cables so you'd have to. Have a special type of cutter in order to do so
