What are the actual product dimensions?  In the Amazon posting for the product, it states the size 3 times and each time a different dimension.

Including the wheels it is 21x13x9I've traveled with it several times and it fits perfectly for carrier on. Holds a lot. Went to wedding in St.Martin for 5 days everything fit perfect. Is sturdy too

Does the 20 inch height include the wheels and top handle?

Yes, Rockland Luggage does include the spinners in the 20" length. So the length measurement is measured from that top handle to the bottom of the wheels.

Does the snow leopard luggage really expand?

No it doesn't the normal way. The top is very deep so a lot of  things can be packed there. There is a zippered liner to hold them neatly in place. I always overpack & have found that I still can. Instead of trying to get everything in the bottom & having to sit on the expanded suitcase to zip it, I now put all the heavy, bulky items like sweaters, jackets etc. in the top part which is kept in place by the zippered liner. Then in the bottom I place shoes, zippered bags of meds, jewelry , cosmetics, swimsuits & underwear. Then I make layers with large paper bags. One for pants & shorts, another for dresses & another for tops. So if need be I don't have to unpack everything unless I am on a cruise. It works quite well as I have been on 23 day cruises which I  bring 2 suitcases. I was very disappointed when they came & saw that they were not the normal type that expand.This is my 1st set of hard luggage & there is not any dents, stains or broken zipper pulls. I have been very pleased & have been able to overpack as always.
