Is there soft loop on the outside of the anti slip belt?

Not sure exactly what you mean by a soft loop on the outside of the anti-slip belt. The construction of the anti-slip belt portion is a Velcro layer outer layer which attaches to the inside of the battle belt, with a soft rubberized inner surface and that is what makes contact with your clothing and keeps the battle belt from slipping. Hope this clarifies it for you.
