What is the best shade for a severely pale white side with brutal dark circles?

Unfortunately, we have no concealer stick for severely pale white skin but may I suggest using Gentlehomme Concealer Stick Light, it's the lightest concealer stick color we have and can help you cover up those unwanted dark circles. You can also use Gentlehomme Eye Roller Serum infused with alfalfa and white lupin perfect for the removal of dark circles.

Will this hide a small tattoo on the arm where the shirt may touch throughout the day?

This is a concealer stick designed to hide blemishes, imperfections, acne, redness etc... However hiding an ink tattoo is deeper into the skin and this is not designed to hide a tattoo. You can however use it and try to hide the tattoo as much as you can, it can help fade it but not make it disappear.

Depending on the skin tone you can try the medium dark, if this is too light, we are working on releasing darker colors very soon. Additionally, if you are using the concealer stick for under eye bags then it should be a tad lighter than your skin color.
