can I replace the dead batteries?

I do not know. It was a gift for someone. It works great so far. I am sad to say this. But I am sure it would cost more buy and replace the batteries then the whole light cost. This is the throw away world we now live in.

Can regular batteries be used in this unit?

No you can't use batteries you just plug it in to an outlet.

Does anyone know how many lumens or candlepower

I can't read Chinese but I think the box claims the light is 1000 lumens.
