Lower thermostat is most likely and easy replacement
The lower thermostat is significantly more likely to be the culprit, since the lower thermostat does most of the work. The lower element and its thermostat handle the bulk of the recovery after hot water is drawn, so they cycle more often and wear out faster than the upper thermostat and element, which only kick in during heavy draw-downs.This unit was a good fit, easy to replace, a good value, seems well made in USA, and worked great to fix my too hot water in 15 minutes.

Identical to OEM (State 50 gal., 220v water heater).This was delivered within two days and took about three minutes to install. I also like the included replacement safety cover, as my original one was a little scorcher from the previous T-stat, when it failed.It’s working great and we once again have hot wa-wa in our mother-in-law apartment that I built onto our home roughly 20 years ago.Excellent product at an excellent price!I highly recommend this lower water heater thermostat! 😄

direct replacement for the original bottom thermostat in my water heater.
This thing was exactly like the original and had nice instructions for replacing it. This was the part of my water heater that was bad. Apparently there is no way to test for it. I had some plumbers come out at first and they told me that my elements were good, reset the thermostat and told me to call them if it continued to fail. The reset is actually on the top thermostat so I replaced it first, I ordered them at the same time but the top one got here first. These are easy to change, good instructions included, and very cost effective to a service call.
