Can this go over wallpaper that hasn't completely come off?

It won't be a good ideal to stick over wallpaper that is tended peeling off, with more weight of the tile add on the wallpaper, it could fall off completely. So to tear off the remaining wallpaper fully, and put it on the clean wall will be the safest way to go with

Will magnets stick to these?

NO, it's made out of aluminum, so it will not hold the magnets

Hello, 36 feet = 10972mm, one is 305mm, you want to buy 36 sheet, one box is 10 sheet, buy 4 boxes = 40 sheet
