Is there an adjuster on the right eyepiece? If so, what is that for?

Yes there is both a central focus and an individual right eye adjustment. People's eyes are often different so when one side is in focus the other is not. Pick out an object and cover the right lens and just focus with the left. Then cover the left and using the single right adjust till the right is clear. This will make both right.

What’s the magnification on these?

On any binoculars marked with a AxB, the A is the magnification, the B is the diameter of the light-collecting lenses. So these are 10x magnification.
