Does this come with the fasteners for the buttons?

These buttons are "snap in". They have a clip type fastener build on to the side of the button. But they are made to snap and hold in to thiner (a few millimeters thick) panels. Anything thicker than 2 or 3mm and these will not lock in to place. You will need to look in to "screw in" push buttons.

Does this come with wires?

no wires included. can be used with quick connect leads or directly soldered.

Are these the 24mm buttons used for hitbox?

Yes the standard for hitbox is 24mm on punches and movement besides jump which is 30mm usually Hope this helps.

Will these buttons work on a hori fighting edge stick?

These buttons are 24mm buttons. The 8 main face buttons the Hori Fight Edge and "most" arcade style controllers with a joystick are 30mm. So this listing will not fit. Although, Amazon does sell EG Start 30mm pushbuttons. So you will just have to look for the other product listing.
