Can this be fed to Betta fish?

No.Try the frozen blood worms for betta.Shrimps cannot be eaten by small fishes like betta.Shrimps are for big cichlids like oscars,flowerhorns,parrots and other fishes like arowana.

How hard is the outer shell? Won't the outer shell cause choking to gold fish and/or other small species?

I am feeding it to german blue ram.. and it is fine.
