Q: Mine came with no instructions and there seems to be disagreement. Does anyone know for sure if the engine needs to be running to use the compressor?

Q: Will this work for a 22.5 Deisel chassis tire? Just to top off?

It probably would, but it would take a very long time. Just to get my f250 tires up to 55lbs it takes at least 15mins.. I run 110lbs in my 22.5 tires and fill those with an air line I connect to the air brake system.

Q: Could this be used as an airbrush compressor?

I do not think this air inflater would work as an airbrush compressor. There is no air flow adjustment regulator or air water filter system for clean dry air provided with this air compressor..It is designed to inflate tires to 150 psi. And runs on 12 volts dc.
