Can the ones that have a hex shape be used as a driver? Do they turn screws?

Yes, The bit holder can be used as driver and turn screws. But the main function of the clip is still to organize and track your bit drills.

Can I use this to store short driver bit tips with no detent, or does it need the detent to be secure?

No you cannot use the short little bits . It has a little ball inside to catch an indent. Also 2 of mine are too big for my regular bits. They want to slide out.
