It should come with all the req hardware. When you first get the hitch it is wrapped in the plastic around the hitch.

So, Before installing, Should there be any pre-rust prep where it mounts to the frame? I just did all the frame last fall ,

depending on where you live (state), never hurt to pre-rust, but I made sure to clean and dry before installation, and i make sure to check it once a year for tightness...reapply lock tight if need to .
