Does this require a "smart phone" to work, or can you use it as a camera (without anything else being required)?

Yes, you do need a smart phone in order to download the App. Without the App you cannot activate the camera. I had a Samsung which was not compatible. It was an old phone so I decided to buy a new phone. Was able to download the App, but was not able to pair the phone with the camera. Turned out even my 2023 Samsung was not compatible. Once you have downloaded the App you can use it with or without the phone. Fast forward to the end I now own 3 smart pone. Check the website to ensure the smart phone you have/buy is compatible before spending the money.

The description says fully waterproof. What depth is it waterproof to? I'm looking at scuba diving to 130' deep.

The X3 is IPX8 waterproof to 10 meters (33ft).

Can I start and stop recording with iPhone?

Yes, the camera supports shooting via bluetooth device.
