Can it hold a heavy textbook that has over 1000 pages?

Yes it can. Some of the cooking books I've put on it are big and heavy (and have nearly 1000 pages) and I never had any problems. Nonetheless some care should be taken when resting the book on it.

Do the springs rotate parallel to the board or turn away from it? I have a number of books which push the pegs backwards on my holder.

They are screwed onto the ledge holding the book and rotate parallel to the backing board. They are strong and quite well attached and hold my greek books well in place. HTH
