Do these work well on shiny papers?

I haven't had reason to do this but, best guess, I'd say no. The ink is pretty wet meaning it would take quite a while to dry because it wouldn't be absorbed, giving plenty of opportunity to smudge. I think the ink wouldn't adhere evenly to the shiney surface so coverage would be patchy. The reasons that make it so good on ordinary paper will probably be the very ones that will make it unsatisfactory on shiney.

Does the ink dry fast enough to close a notebook immediately after writing?

Depends on the finish of the paper - I use reporter style notebooks and printer inkjet paper and have no difficulties. Satin or glossy finishes (magazine quality) takes longer.

Does it smudge when using highlighters?

If you let the ink dry before you highlight they are fine. You can not use highlighter pen straight away.
