can i use this on a GPU heatsink?

Yes you can use it on the actual GPU die, but not on the VRMs or vRAM. Those parts require thermal pads. When applying on the GPU die, just be sure to cover the whole silvery die part (use excess).

is it electrically conductive?

Not electrically conductive, non-corrodingNT-H1 possesses a very low dielectric constant and a high dielectric strength. will it still keep the CPU temperature low 8 weeks after initial application? My application of a rival brand did not - please help

In my experience (as an Intel CPU user) application of Noctua's NT-H1 compound is not only straightforward but is reliable in delivering sustained temperature results. In fact I have never found it necessary to replace the compound other than during any maintenance requiring CPU removal or upon CPU replacement/upgrade. In fact I have had to replace CPU's more frequently than this compound! Hope this helps!!
