Any good as a plex movie server playing via nvidia shield?

It's not ideal. You can only use the default TV Movie Music Picture libraries, you can't add your own, and your files need to be in specific Plex folders. It's a very watered down Plex server with very poor transcoding. I dismantled mine after a month and I'm now looking at a better brand. Also, doesn't work well with Mac OS.

Can this be used as a purely local nas in a standalone lan with no internet access?

can not as it is not a NAS drive. Its a Cloud Storage Drive where each usage has their own private storage and requires access to Western Digital servers at all time. Which is ideal if its shared usages and main use is for backup pictures and videos taken on mobile phones

Will this work with plex and run smoothly if 2 people are accessing at the same time on 2 separate apple tvs? about 215mbps download speed, 12mpbs up

The device spec suggests that the device data transfer rate is 500-600 MBs but on my home network all my WD devices are limited to around 100Mbs (ie 1 hour of data in 10 secs). I prefer to use Kodi rather than Plex but I have certainly been able to have three concurrent streams sending video around my home network. Of course it depends on what other load you have on your devices and network.

Can I use it as backup cloud for my iPhone or iPad?

Hi there, yes you can use the My Cloud Duo for back up of all your devices although if that's all you going to use it for you don't need 3 TB, product if available with different size memory.
