Is this coloursafe or just forwhites?

I've used it on a Boden navy and white striped Breton top, and a man's white polo shirt with blue pattern, along with many other plain white things. It has always worked for me. I just follow the instructions for using it in the washing machine, much less mess than soaking. But I always take the items straight out and check them as soon as the machine stops, and I always put them straight back in on the hottest wash the garment permits, just to make doubly sure.

This product should remove any colour runs. Here are a few helpful hints:
When machine washing do not use economy or pre-wash cycles
Always treat colour runs when they are fresh if possible
Strong discolouration may need second treatment
Dylon® S.O.S Colour Run is also ideal for reviving dull whites and coloureds. These should be treated separately from items affected by colour runs

I have an orange top with navy sleeves, but the orange has got darker due to the navy running. Would this work to help brighten the orange again?

I had a red and white stripe top (designer), perfume stained the neck of the top, so I left it steeping in vanish for 24 hours.  The red ran into the white and the top looked to be ruined.  I bought dylon colour run and put in a basin for around 2 hours.  I then washed as normal and the red had came out of the white and the white seemed whiter, so worth a try I'd say for the sake of a few pounds.
