Does the flexible hoop need removing to fold the bag away

We don’t fold flat but if you wanted to fold flat you would need to take flexible hoop out.

Only one hoop but two bags is this correct.

Have only opened and used one bag (which had hoop), so do not know if the other one has a hoop as well.
