Is this item suitable on carpet to floor boards?

Yes, this is suitable for any situation where carpet ends and there is flat flooring beyond.

What height is the top bit above the floor?

It's approximately 1cm, so lower than carpet and underlay. Carpet edge goes in and over grippers with underlay just short, hope this helps.
