Novice drummer question: Would this be an acceptable substitute for a practice pad, to toss in my backpack and pull out to practice rudiments?

I use them all the time. No bounce, so you develop a good double stroke roll. I use them as a practice pad, to develop my rolls and such.

Will this stop drums from ringing from ambient voices and heavy bass from speakers?

no this is strictly for silent playing. so no one can hear you. keeping peace in the house haha

I'd like to order one of these for my son's snare drum. confused on sizing. do i measure from rim to rim or do i measure the actual drum head?

I just ordered to fit the drum head. 14" snare would take a 14" pad. It fits the inside dimentions of the drum head. They just lay on top of the drum. They work quite well. To does change the feel of the drum head though a little.

can these work for guitar hero and rock band? If so then which size drum pad do get for the right size?

I’d say no. They need the rim of the drum to hold them in place.
