Is this wallet truly 3.25 inches so it can better hold international currency better? The Chums version says 3 inches but it is really about 2.75

The actual dimensions of this wallet are: 4.75* inches in width and 3.125 inches in height, which can perfectly fit dollars and multiple cards, as each country has different currency sizes, but I'm sure you'll find a way to use it

Will the outside snap pocket fit a car key fob?

My key fob is 2.5" long and 1.5 wide and it fits in it. I have quite a few cards in and some $20's and about 10 1's . It is a snug fit but it still works.

How many bills could it hold?

It is a small but useful wallet on a lanyard. My daughter loves it. She keeps 5 cards (DL, debit card, etc.) inside of it. She does not carry a lot of cash in it but she definitely has had between 10 and 15 bills in there without any problems. Beyond 15 is probably using more space than is there.

Im really confused, does it have a zip at the top and one at the bottom like the chums wallet?

I don't know about the chums wallet. Yes one with two compartments, one for ID and one for credit cards. The other zipper just has one compartment. You will have to fold your bills to fit it since the wallet is a small one. My wife and I love out wallets in our favorite colors. Gives me one less thing to worry about when we go out.
