Can I use this with my Surface Book?

Unfortunately, Surface Book is not with any Thunderbolt chip. So it cannot be used.

Can 3.5 inch hdd fit inside

Yes and no. 3.5 can not be mounted, only 2.5 or ssd size can be mounted as they come with a mounting plate but a 3.5 hard drive can fit in the unit if it is not mounted. wish mantiz would put a mounting bracket made for 3.5in HDD.

Can i use this with my macbook pro closed? i've heard that other egpus used with macs require that the lid/screen be open.

If you upgrade to the latest public beta, the macOS 10.13.4 you can use it as a clamshell, meaning the macbook lid closed and just using the external monitor connected to the eGPU. However, this work better for natively supported GPU cards, meaning AMD RX560-580 and the new VEGA cards. I'm currently using my Macbook Pro 2017 15" with a Mantiz Venus + AMD Radeon Pro VEGA Frontier Edition in clamshell mode.

Can this work as a "docking station" without gpu? (want to get gpu later)

Yes. No problem, the SSD/USB/LAN will be functional even without the GPU inside.
