Does it stop rugs from sliding on carpets?

works great and you can still lift it off floor if needed to move. we have it on an area rug .

will it dry hard or tacky?

It's not tacky. Not hard either. It's a rubber coating. When dry it feels like the back of a bathroom rug, still bendable. We used it on runners in our hallways. They always kept sliding on the hardwood floors, no matter what tapes we used under them. This solved the problem 90%. We still have to adjust the rugs on occasion, but MUCH better than before. Hope this helps.

How do you apply it on backing?

First all the old rubber needs to be off, then you get a cheap paint brush and just paint it on. Before it dries have your cheesecloth ready and apply it on top of the silicone. That’s it, just let it dry and you’re done. I’ve used it on several of my scatter rugs that were still good but the rubber backing was coming off so the rug would slip when walked on. This stuff worked. When I wash them I use warm water on the gentle cycle and hang to dry. I don’t know how well they’d do in a hot dryer. Good luck.

Can that be applied with a roller? I have an 8x10 area rug and it would take ages with 1” brush.

I think it could. I had smaller rugs and used a smaller roller. It has worked well for me and been monet well spent on my expensive rugs.
