Are all the LED bulbs included with the housings?

No, these light do not come with the LED bulb in the hi/lo beam so you will have to purchase that separately. Only the Halo ring lights are LED.

Will these fit 2006 bmw e87?

Please check and make sure that your 2006 bmw e87 come with Halogen model headlights from factory. If yes these will fit if not these will not fit because the HID model have different plug.
