Will this work on my 64w, 120vac, 60hz fixture that takes (2) 12in circuline flourescent lamps?

It may but it's not produced for that and warranty will void. The search for a ballast you don't do it by overall wattage it's application specific. So if you need a ballast for 2 x FC12T9 bulbs which is the 32w circline item you need to search for a ballast that says it will operate 2 FC12T9 bulbs. Not just any 2 light 32w ballast. Some examples of items that will are NPY-120-240-CR or RSW3240C120WS

Will this work for 2 42watt floresents?

Yes...I currently have garage lights that are 2/42 watt flouresents. As long as they are 4 pin and wired correctly. It can also be wired to work with one if you use the correct schematic on the ballast.
