Does it fit on leatherman's bit slot? Doesn't look like it.

711l offers 2 kinds to work on all leatherman bit holders.make sure it's the one you need before purchasing.

Could you use the Wiha double side bits?

Unfortunately, I do not own Wiha double sided bits, but I tried using a Milwaukee Fastback double sided bit 1¼" and it will not hold it. The philips and slotted heads are too long and will not sit inside the extension. The ball detent won't catch the shaft of the bit. It is not magnetic. It will only hold 1" bits or maybe really short double sided bits, but I do not know if those are even available.

Will it hold the Leatherman flat bits correctly?

Double ended bits are too long to fit in securely.

Is this tool a ratchet?

No it's not a ratchet. It's an extension that converts for 1/4-in hex drive to 1/4-in square drive by sliding the sleeve in and out.
