Is this water block aluminum? Aluminum and Copper mixed can cause specific types of corrosion, you may want to mention this in the description.

That is a fact. Happens on custom water loops for water cooled PCs when people mix aluminum parts with copper ones in the same loop.

Can i disassemble the part and reverse tec chips to cool the water and use the fas as heat dissipation?

No need, just reverse the leads. Bismuth telluride coolers don't use segmented elements so are reversible. Be aware that the temperature range of the device will now be different (higher) as the heat sink is air-cooled. Make sure you have adequate air flow to keep the hot side below the recommended Tmax of the cooler module for best life. High temp, thermal shock and heat cycling are detrimental to the TEC modules.

Is the hot side or cold side on the water block?

Dear customer, I am glad to tell you that the air cooling device, not used to cool the water, use water to dissipate heat, and eventually the water is hot, not cold.

Can this be attached directly to a pv panel's dc output. will low production of electricity during cloudy periods work ok with this unit?

The low electricity can work, but the effect is not so good. So it is best to use a power supply
